Hood Canal Bridge and Port Angeles Graving Dock
Process and Technical Audit

The Washington Department of Transportation's (WSDOT) $275 million Hood Canal Bridge and Port Angeles Graving Dock project experienced extraordinary inefficiencies causing time and expense overruns, as well as a public relations impacts. As a result, a process audit and fiscal analysis was commissioned by Washington's Transportation Performance Audit Board and the State of Washington's Joint Legislative and Audit Review Committee (JLARC).
Working collaboratively with Foth, JLARC performed the fiscal analysis on this project. The goal of the audit was to suggest improvements to WSDOT's management and project processes.
The Foth team included experts in project management, transportation, environmental assessments, ocean ecology, geology, tribal relations and cultural resource management. They identified multiple causes of the project delays and recommended improvements in communication, management and technical efficiencies. The team presented the findings to the Transportation Performance Audit Board.
The Foth/JLARC project received the 2007 Impact Audit of the Year Award by the National Legislative Program Evaluation Society (NLPES).
