Rock Island, Illinois, RCRA Closure

The RCRA Closure Plan for this project has been prepared by Foth and approved by the Illinois Environmental Protection Agency. This former chrome plating shop is defined as a Treatment and Disposal (TSD) facility and has a history of numerous tanks and storage units.

The Contaminants of Concern (COC's) are chromium and chlorinated solvents. The site's complex hydrogeology is a major factor for fate and transport of  the COC's and includes fracture groundwater flow, Dense Non-Aqueous Phase Liquids (DNAPL), multiple groundwater formations, and water well supply impact.

The remedial action plan included hazardous soil and  groundwater removal, in-situ bioremediation, engineered barriers and institutional controls.


Challenges

  • Building is a National Historic Landmark creating challenges for clean-up operations
  • Industrial re-use of the building is a requirement after successful closure
