Turning Vision Into Funding: Supporting Great Lakes Ports Through $47 Million in FY25 PIDP Investment

Celebrating Major Wins for the Port of Duluth and City of Manitowoc 

In a highly competitive national funding cycle that awarded just 37 projects nationwide, clients supported by Foth secured approximately $47 million of FY25 Port Infrastructure Development Program (PIDP) funding, representing almost 90% of awarded funds to Great Lakes ports. Foth is proud to congratulate the Duluth Seaway Port Authority and the City of Manitowoc on receiving FY25 PIDP awards through the U.S. Department of Transportation’s Maritime Administration (MARAD).

Working in close collaboration with port leadership and community partners, Foth supported grant strategy, application development, benefit-cost analysis, and coordination. This process helped ensure that locally driven priorities were clearly articulated and well positioned in the nationally competitive process. To date, Foth has helped secure more than $700 million in local, state, and federal grants for projects across the United States, including PIDP grants in the Great Lakes region.

Investing in Ports that Power Communities

At the Port of Duluth-Superior, a $27 million PIDP grant will support the revitalization of a key section of the working waterfront. The project will clear and modernize longstanding industrial assets, creating capacity for future growth while supporting commerce, job creation, and regional economic resilience.

In Manitowoc, a $20 million PIDP grant will fund port improvements through a public-private partnership with Briess Malt & Ingredients Company & Grainshore, LLC, a long-standing waterfront manufacturer and major regional employer. The project will upgrade grain handling, storage, and dock infrastructure, improving vessel access and operational efficiency while strengthening the agricultural supply chain that supports farmers across Wisconsin and the Upper Midwest.

Together, these investments underscore the importance of Great Lakes ports as regional economic engines and critical components of the national freight system.
