Foth was retained by the Lower Fox River Remediation LLC in 2008, as the Owner’s On-Site Representative, to provide engineering and scientific assistance on this multi-year sediment cleanup project, arguably one the largest of its kind ever undertaken. Assistance includes contract preparation, extensive sediment characterization, remedial design review, remedial facilities construction oversight, pay request review, cost/schedule control, and remedial action(RA) implementation oversight.

The challenges associated with overseeing completion of remedial activities at a contaminated sediment megasite can be highly variable, numerous, and complex. Providing oversight of a multitude of specialized remedial contractors requires deep technical knowledge, strong construction management skills, and a highly focused support team to maintain cost and schedule adherence on a 10+ year, $1-billion project.


For the past decade, Foth has managed critical measures of the remedial action for compliance with the scope of work, including verification of dredge volumes, final dredge elevations, cover and cap placement thickness, and PCB residual concentrations. Working together with the remediation team, it is estimated that upon project completion
approximately 5 million cubic yards of contaminated sediment will be removed, and a total of approximately 150 acres of engineered caps installed, effectively restoring the Lower Fox River as a vital natural resource to local communities, the State of Wisconsin, and fishermen from across the U.S.
